Measurement tools are essential for Europe to monitor progress towards the Energy Union objectives. The SEDC white paper offers specific indicators to assess and monitor the current market uptake and potential of both implicit and explicit Demand-Side Flexibility. It also emphasises the need for the EU to set realistic benchmarks, as a reference to assess progress at Member-State level.
In order to take the appropriate regulatory measures to accompany the development of Demand-Side Flexibility, EU institutions should set objectives and be able to track progress on the ground. The engagement of consumers to the benefit of the whole system will only be made possible if these tools are in place.
